THE SHORT VERSIONAC / W—004

David Grusch is a former U.S. Air Force intelligence officer who served in government intelligence roles, including as a representative to the Unidentified Aerial Phenomena Task Force. In 2023, he publicly alleged that the U.S. government possessed a long-running crash-retrieval and reverse-engineering program involving non-human technology.

At a July 26, 2023 House Oversight hearing, Grusch testified under oath that he had been informed of such a program in the course of his official duties, but had been denied access. He also said his information came from people he considered firsthand sources and from his work reviewing reports. He did not publicly present a craft, biological sample or underlying classified file at the hearing; he said some details belonged in a classified setting.

Grusch also said he filed a whistleblower reprisal complaint. The word “credible” associated with that process has often been repeated as though it verifies his UAP allegations. It does not: the complaint concerned alleged retaliation and access to protected channels. Separately, AARO’s 2024 historical review reported that it found no empirical evidence supporting claims of government reverse-engineering of extraterrestrial technology. Grusch and advocates have disputed aspects of that review.

Reading the file: Grusch’s testimony is a public, sworn account of allegations and his stated information sources. The hearing did not publicly adjudicate or independently prove the alleged program.

01 / HIS ALLEGATIONS

WHAT GRUSCH
TOLD CONGRESS.

The core claims were made under oath, but portions of his stated basis remained classified and unavailable for public examination.

A / CRASH RETRIEVAL

A program he says he was denied access to.

Grusch testified that information gathered during his official duties led him to conclude that a multi-decade UAP crash-retrieval program existed. He said he had been denied access to the program itself. His public testimony was about what he says he learned through authorized work and sources, not a public demonstration of a recovered object.

ALLEGATION / NOT PUBLICLY VERIFIED
B / REVERSE ENGINEERING

Technology allegedly studied in secret.

He said the alleged program involved attempts to understand or reproduce technology associated with recovered craft. The public hearing did not include releasable program files, engineering data, a physical sample or an independently authenticated chain of custody. The details he said were classified were not made available in the open session.

CLASSIFIED DETAILS NOT PUBLIC
C / BIOLOGICS

Reports of non-human material.

Grusch said he had been informed that “non-human biologics” were associated with some alleged recoveries. The phrase reports what he said sources told him; he did not display a sample or public laboratory analysis at the hearing. No publicly available, independently testable biological evidence from the alleged program has been presented.

ATTRIBUTED REPORT / NO PUBLIC SAMPLE
D / REPRISAL COMPLAINT

A separate protected-disclosure process.

Grusch said he used protected channels to report alleged retaliation connected to his disclosures. Public descriptions have referred to an “urgent concern” and to the complaint as “credible.” Those procedural terms concern the complaint process and referral, not an Inspector General finding that the alleged retrieval program or non-human origin claims were proven. The full classified record is not public.

Sworn testimony establishes that a statement was given under oath. It does not, by itself, establish the truth of every underlying allegation.

FROM PROTECTED
DISCLOSURE TO HEARING.

Dates mark public reporting and official proceedings; they do not independently validate the allegations.

Intelligence roles and UAP task-force work

The House hearing identified Grusch as a former National Reconnaissance Office representative to the UAP Task Force. He said his official duties and interviews with sources informed his allegations. Public role descriptions support his position history; they do not establish the contents of classified programs he says he learned about.

BIOGRAPHICAL RECORD / ROLE DESCRIPTION

Protected disclosure and reprisal complaint

Grusch later described filing a complaint alleging retaliation for protected disclosures. The underlying complaint and supporting material are not fully public. Any “credible” or “urgent” characterization belongs to the handling of that complaint, not a public confirmation of the separate crash-retrieval allegation.

COMPLAINT PROCESS / DETAILS PARTLY CLASSIFIED

Claims reported publicly

NewsNation and The Debrief published interviews and reporting about Grusch’s allegations, his government role and his claimed protected disclosure. Grusch’s statements, anonymous sources and the outlet’s reporting should be distinguished from independently released official records.

MEDIA REPORTING / ATTRIBUTED CLAIMS

House Oversight hearing

Grusch, former Navy commander David Fravor and former Navy pilot Ryan Graves testified at a public House subcommittee hearing. Grusch delivered a prepared statement and answered questions under oath. The committee hearing recorded testimony; it did not itself publish or adjudicate the classified evidence he said supported his claims.

FORMAL CONGRESSIONAL HEARING

AARO publishes a historical review

The All-domain Anomaly Resolution Office released Volume I of its historical review of U.S. government UAP investigations. AARO said it found no empirical evidence that the U.S. government or private companies had reverse-engineered extraterrestrial technology. The report reflects AARO’s review and conclusion; advocates, including Grusch, have challenged its scope and methods.

03 / HEARING & PROCESS

UNDER OATH.
NOT YET PROVEN.

The July 2023 hearing was a formal congressional proceeding. Grusch’s sworn testimony is therefore part of the official public record. It also means he was accountable for his statements under oath. Those facts matter, but they do not replace the committee’s need to inspect underlying records, interview other witnesses and test corroboration.

Grusch repeatedly said portions of the evidence were classified and could be discussed in a secure setting. This limited what the public could verify from the open hearing. The transcript shows what was said; it is not the same thing as publication of the classified evidence described.

WHAT THE RECORD
CAN SUPPORT.

Keep the allegation, the complaint process and the government's later assessment in separate columns.

QUESTIONWHAT GRUSCH SAYSWHAT CAN BE CHECKED
His government role

He worked in intelligence and served as an NRO representative to the UAP Task Force.

The House hearing lists that role in its witness biography. This supports his official background, not automatically the accuracy of every account he relayed.

Retrieval program

He said he was informed through official duties of a multi-decade crash-retrieval and reverse-engineering program to which he was denied access.

This is a serious allegation made under oath. No public program record, physical material or complete evidence package has independently established it. Grusch said some details were classified.

Firsthand knowledge

He described conversations with people he said had direct access and information he encountered through his work.

Public testimony documents his account of those sources. The sources, classified records and chain of custody for alleged material have not been fully released for public corroboration.

“Credible and urgent”

Grusch and reporting have described an ICIG process concerning his protected disclosure and alleged retaliation.

The phrase is not proof of non-human craft. It relates to the complaint/referral process and should not be used as an adjudication of the separate UAP allegations.

AARO 2024 report

Grusch and other advocates have criticized the report’s scope and conclusions.

AARO’s Volume I says it found no empirical evidence of U.S. reverse-engineering of extraterrestrial technology. That is the office’s stated assessment of records it reviewed; critics dispute its completeness. Neither side’s assertion substitutes for public primary evidence.

IMPORTANT DISTINCTIONThe official hearing verifies that Grusch gave sworn testimony. The ICIG complaint and AARO report address different questions. None, on its own, publicly proves the alleged retrieval program.

PUBLIC HEARING2023HOUSE OVERSIGHTUAP TESTIMONY

05 / OFFICIAL ASSESSMENT

AN ALLEGATION.
A DISPUTED REVIEW.

In March 2024, AARO published Volume I of its congressionally directed historical review. It concluded that it found no empirical evidence that the U.S. government or private companies had reverse-engineered extraterrestrial technology. AARO also described how some UAP stories can grow from misidentification, restricted programs and rumor.

That conclusion is not a court ruling or a complete public release of classified records. Grusch and other advocates have disputed AARO’s access and methods. The balanced record is that an official review reached a negative finding while a former intelligence official made allegations that he says rest on classified sources. The public cannot independently resolve all of the underlying evidence from what has been released.
