THE SHORT VERSIONAC / W—002

Steven M. Greer is a retired emergency physician and UAP disclosure advocate. He founded CSETI and later organized the Disclosure Project, which assembled witness accounts and called for public hearings on UFO-related claims.

Greer’s 2001 National Press Club event brought about twenty former military, government, aviation and technical witnesses before reporters. He said the project had identified hundreds more potential witnesses. The broader count was an organizer-reported archive figure, not the number who appeared at the press conference.

Greer’s conclusions extend beyond witness reporting. He has argued that governments conceal recovered non-human craft and related technology, and he promotes CE-5 protocols as a way for people to initiate contact through coordinated, consciousness-based practices. These are his claims and advocacy positions; the public record does not independently establish them.

Reading the file: An event, an organization and a person’s testimony can be documented while the conclusions drawn from them remain unverified. Greer’s claims are attributed to him throughout.

01 / TWO INITIATIVES

DISCLOSURE.
CONTACT. POLICY.

CSETI and the Disclosure Project are associated through Greer, but focus on different parts of his program.

A / CSETI

Center for the Study of Extraterrestrial Intelligence.

Greer founded CSETI in 1990. He describes it as a research and contact initiative focused on extraterrestrial intelligence. Its CE-5 protocols encourage groups to use meditation, visualization and signaling practices with the stated goal of initiating contact. The organization’s description documents what it proposes; it does not independently verify that contact occurs.

FOUNDED 1990 / ORGANIZER DESCRIPTION
B / DISCLOSURE PROJECT

Collecting testimony and pressing for hearings.

Later project materials date the witness-gathering initiative to 1993. It collected interviews and compiled briefing materials arguing that government and contractors possessed evidence of non-human craft and advanced technology. Its 2001 press conference called for congressional hearings, witness protections and declassification. The briefing books are valuable records of the project’s arguments, not neutral government findings.

INITIATIVE DATES FROM PROJECT MATERIALS
C / THE 2001 EVENT

A private press conference, not a hearing.

On May 9, 2001, roughly twenty witnesses spoke at the National Press Club. Greer said hundreds of others had been identified. Participants offered to repeat their accounts to Congress under oath, but they were not testifying under oath at this event; it was not convened by a congressional committee. The venue did not endorse the claims.

WASHINGTON, D.C. / MAY 9, 2001
D / CE-5

Greer’s claimed contact protocol.

“Close Encounters of the Fifth Kind,” or CE-5, is Greer’s term for human-initiated contact practices. His materials describe group meditation, visualization and signaling as ways to communicate with non-human intelligence. Accounts of lights or encounters during these activities are participant reports. No publicly available, independently replicated, controlled evidence establishes that CE-5 produces extraterrestrial contact.

02 / PUBLIC RECORD

FROM CSETI
TO DISCLOSURE.

Project dates and public events are distinguishable from the truth of the claims promoted at them.

CSETI is founded

Greer establishes the Center for the Study of Extraterrestrial Intelligence. CSETI’s stated mission includes research into extraterrestrial intelligence and protocols intended to facilitate contact.

ORGANIZATION / GREER’S STATED MISSION

Disclosure Project witness effort begins

Later project materials date the effort to identify military and government witnesses to this period. The organization’s larger witness totals are self-reported and should not be confused with the people who later appeared live at the Press Club.

PROJECT HISTORY / ORGANIZER ACCOUNT

Briefing package and National Press Club event

Greer and colleagues circulated a large briefing package, then organized the May 9 event in Washington. The project asked Congress to hold open hearings and asserted that a cover-up and recovered technology existed. Contemporary ABC, UPI and Wired reports document the meeting and the range of claims and criticism.

PUBLIC ADVOCACY / MEDIA COVERAGE

Films bring the message to new audiences

Greer’s documentaries, including Sirius, Unacknowledged and Close Encounters of the Fifth Kind, present his disclosure and contact arguments to a wider audience. Films document the arguments and interviews they contain; they are not independent verification of the claims.

QUESTIONWHAT GREER / THE PROJECT SAYSWHAT CAN BE CHECKED
Did the 2001 event happen?

The Disclosure Project presented witnesses at the National Press Club.

Yes. Contemporary news reports, an archived video and the project’s own materials document the May 9, 2001 event and roughly twenty live speakers.

Was it a government hearing?

Speakers said they were willing to testify to Congress under oath.

No. It was a private press conference. The witnesses were not testifying before Congress under oath, and the National Press Club did not authenticate or endorse the statements.

Do credentials prove the claims?

Greer presented witnesses with military, government, aviation and technical backgrounds.

Relevant careers can help establish access or expertise and can make an account worth examining. They do not, on their own, prove an observation’s cause or a broader cover-up theory.

Were alien craft or bodies demonstrated?

The project argued witness accounts and documents established recovered non-human craft and related programs.

The public event did not provide independently authenticated physical material, a chain of custody or reproducible technical evidence establishing those conclusions. Individual witness claims vary in proximity and corroboration.

Does CE-5 establish contact?

Greer says the protocol can facilitate human-initiated contact with non-human intelligence.

Participant accounts are claims. A publicly available, independent, controlled replication demonstrating extraterrestrial contact has not been established.

IMPORTANT DISTINCTIONIt is reasonable to preserve testimony and ask for records. Neither a press conference nor a contact experience, by itself, establishes extraterrestrial origin.

04 / POSITION & CRITICISM

DOCUMENT THE CLAIM.
TEST THE EVIDENCE.

Greer’s contribution is a sustained public campaign to reduce stigma, assemble witness accounts and press for disclosure. His framework connects those efforts to conclusions about extraterrestrial visitation, secret retrieval programs, advanced energy and contact through CE-5. The conclusions are not all equally supported by the material presented publicly.

Contemporary reporting captured both the witnesses’ credentials and skeptical objections that the extraordinary claims lacked tangible, independently testable evidence. That tension remains central: collecting accounts can be historically useful, while compilation and repetition do not substitute for corroboration.

The Disclosure Project is an advocacy organization. Its briefing materials should be read as first-party arguments and source collections, then checked against the provenance of each document and each witness’s direct knowledge.
